Candice Jenkins Consulting, a Woman-Owned Firm, Rebuilds the Delivery Infrastructure Behind a National NIL Athlete Platform

NIL Live is a web-based platform connecting college athletes with financial supporters. Candice Jenkins Consulting (CJC) was engaged as a subcontracted project manager and delivery lead, through prime contractor Advance Velocity, to stabilize the project after its prior development effort had stalled. Brought in to lead the platform's second build phase — proof of concept through to full market launch — CJC inherited a project with no backlog, no requirements documentation, no QA framework, and no single source of truth linking requirements, design, and development, despite a technical scope spanning athlete profiles, digital payments, CRM, and portal access for both athletes and supporters.

Building the Structure

CJC's founder, Candice E. Jenkins, led the construction of the project's infrastructure from the ground up: a complete JIRA epic and story structure — built with the help of AI tools to accelerate documentation — with defined acceptance criteria, a full documentation hub covering requirements, system flows, and user journeys, and a payments guide built directly from stakeholder input and accurate enough for the client's team to approve and send out as-is. A QA process established the devices, browsers, and user journeys required for coverage, and a systems and access matrix with technical configuration notes supported a clean transition to the client's internal team.

"A platform this complex doesn't launch on good intentions — it launches on documentation nobody wants to write and a backlog somebody has to own," said Jenkins, Founder of Candice Jenkins Consulting. "My job was to build that structure and keep it standing while the platform got built around it."

NIL Live launched Summer 2026 as a complete athlete-and-supporter marketplace, with wallet functionality, live payment processing, CRM integration, and multi-portal architecture operating together at go-live. CMS and CRM administrative training was delivered to the client's internal team, leaving them equipped to manage and operate the platform independently.
